Abstract

The article builds upon research into the paradigm of linked open data, which impacts developments of the cultural policy as well as encourages the transformation of library data models and modernization of information systems or setting up new ones by using the RDF model and Semantic Web technologies based on OWL, SKOS or SPARQL. The article’s main purpose is to identify the structure of the paradigm of linked open data and the requirements for such data, elaborate on the development of library data models focusing on linked open data as well as to identify methodological solutions allowing to transform the current cataloguing practice and modernize information systems that ensure the creation of linked open data in Lithuania and their dissemination within the Semantic Web. The research determined guidelines for shaping a paradigm of linked open data, its purposes, and the methodological potential for its implementation within the library sector. The analysed best practice initiatives related to linked open data undertaken by libraries abroad confirmed the importance of investing into integrated information services which create added value. The research also allowed drawing conclusions concerning the moving of libraries toward tendencies of creating linked open data. Thesauri should be replaced by formal ontologies, the entrenched cataloguing practice should be transformed by applying library data models based on the new bibliographic paradigm which requires a description of the entities Work, Expression, Manifestation, and Item as well as possesses a structure of entities, attributes, and relationships, and information systems should be supplied with special software for semantic search. The article also has the purpose to encourage broader discussion among Lithuania’s libraries as well as draw the attention of cultural policy makers to the necessity that, in the strategic document for library development, the transformation of library data management be oriented at linked open data by emphasizing the integrity of data within the library sector and that financial support for the realization of such transformation be provided.
